Once again there being a murmuring in the street of parliament that one more amendment comes in to the force in the schedule eight of the Constitution.
Eight Schedules is related to list of official languages in India, which using in India for the communication and other official purposes. There already 18 laguages in the list, and it going to be 22.
Now the question is arises:
1 Why amendment is so necessary, it’s a necessity or a political step by the government?
2 What is the importance of schedule eight in practical life?
3 What should be the role of regional languages in parliament while Hindi is fighting for their existence?
4 What will be the effect on the states, region or the society on such type of amendment?
Initialy, when constitution comes into the force only the six laguages was in the schedule i.e.
1 Assamesse
2 Bengali
3 Gujarati
4 Hindi
5 Kannada
6 Kashmiri
In the 21st amendment of the constitution Sindhi language was inserted in the list after that in 71 amendment, the Konkani, Manipui and Nepali were inserted in the list than Malyalam, Oriya, Punjabi, Sanskrit, Tamil, Telugu and Urdu. Now the total languages in the schedule are eighteen and programming being for twenty two.
Let us consider the procedure of amendment in the schedule eight, according to article 344
Commission and Committee of Parliament on official language.-
(1) The President shall, at the expiration of five years from the commencement of this Constitution and thereafter at the expiration of ten years from such commencement, by order constitute a Commission which shall consist of a Chairman and such other members representing the different languages specified in the Eighth Schedule as the President may appoint, and the order shall define the procedure to be followed by the Commission.
(2) It shall be the duty of the Commission to make recommendations to the President as to-
(a) the progressive use of the Hindi language for the official purposes of the Union;
(b) restrictions on the use of the English language for all or any of purposes of the Union;
(e) any other matter referred to the Commission by the President as regards the official language of the Union and the language for communication between the Union and a State or between one State and another and their use.
(3) In making their recommendations under clause (2), the Commission shall have due regard to the industrial, cultural and scientific advancement of India, and the just claims and the interests of persons belonging to the non-Hindi speaking areas in regard to the public services.
(4) There shall be constituted a Committee consisting of thirty members, of whom twenty shall be members of the House of the People and ten shall be members of the Council of States to be elected respectively by the members of the House of the People and the members of the Council of States in accordance with the system of proportional representation by means of the single transferable vote.
(5) It shall be the duty of the Committee to examine the recommendations of the Commission constituted under clause (1) and to report to the President their opinion thereon.
(6) Notwithstanding anything in article 343, the President may, after consideration of the report referred to in clause (5), issue directions in accordance with the whole or any part of that report.
It is considerable that all the languages which are already introduced in the schedule eight what are there importance accept the speaking, in there own region. We have a commission or a constituted commitee for the progressive use of Official and the regional languages and restricted to the English language, than why the all languages are fighting for there existence alongwith Hindi infront of English?

There is lot of users of regional languages alongwith Hindi, Hindi is Official Language but not a single work is being in Hindi.
Let us consider:
According to article 345, legislature of the states and law will be provide in English Language not in Hindi and other regional language which is given in schedule eight.
We cant take justice from court in our language because according to article 348 that all proceedings of supereme court, High court will be in English, so that millions of people cant understand the decision of honorable courts, than what is the necessity of Official language Hindi and other regional languages which is given in schedule eight.
Language of working in parliament and other lagilature assembelies is English not the Hindi and other regional language which is given in schedule eight.
Now once again what is the importance of the Schedule Eight, only for printing the languages name on the currency?
English which is not in the schedule eight, only 2 to 3crore users out of 125 crore people is the queen of languages.
Than why government made such type of amendments in the constitution just for the VOTE?
